Recovery path ICE restart recovers Restart fails, full rejoin

18-second recording: frames stop while ICE stays connected, then the viewer recovers through ICE restart and full rejoin.

Frames are the health check.

This page uses a real media stream and requestVideoFrameCallback. The ICE badge stays green through the entire outage because the transport is not the thing that failed. The recovery ladder starts only when frames stop.
